USIIS – Meaningful Use Frequently Asked Questions

The following questions and answers address much of the information required for an eligible professional (EP) and eligible hospital (EH) that intends to meet Modified Stage 2 and Stage 3 Meaningful Use requirements by submitting electronic immunization data to USIIS.

Any EP meeting one or more of the following criteria may be excluded from the immunization registry reporting measure if the EP:

  • Does not administer any immunizations to any of the populations for which data is collected by its jurisdiction’s immunization registry or immunization information system during the EHR reporting period;
  • Operates in a jurisdiction for which no immunization registry or immunization information system is capable of accepting the specific standards required to meet the CEHRT definition at the start of the EHR reporting period; or
  • Operates in a jurisdiction where no immunization registry or immunization information system has declared readiness to receive immunization data from the EP at the start of the EHR reporting period
Active engagement may be satisfied through any of the following general criteria
  • Completed Registration
    • EP/EH/CAH facility has registered to submit data.
  • Testing and Validation
    • EP/EH/CAH facility is in the process of testing and validating electronic submission of data.
  • Production
    • EP/EH/CAH facility has completed testing and validation and is electronically submitting production data.
EPs and EHs that have a production HL7 2.3.1 immunization interface using certified EHR technology in operations before January 1, 2014 may continue to use HL7 2.3.1 and meet the Modified Stage 2 Public Health Reporting objective – Immunization Registry Reporting for as long as HL7 2.3.1 is accepted by USIIS. If the EP or EH has not registered intent with USIIS for Stage 2 or Modified Stage 2 a registration must be submitted. Note that you only need to register intent once. If you need to register, please register intent using the UDOH Public Health Agency (PHA) and Meaningful Use online registration process.
You need to submit a Meaningful Use registration at least once for each stage. Once you register for that stage, you do not need to register again in future years.
  1. Access your MU registration form on the Meaningful Use Registration: Getting Started page here
  2. Once you are on the Meaningful Use Registration: Getting Started page:
    • Complete all required fields with your registration information.
    • Click on the ‘Continue Registration’ button.
    • You will be directed to the Meaningful Use Registration: Already Registered page where you can:
      • Make updates to any registration listed (including adding a new location, attesting to a new Public Health measure, or making other changes) click the ‘Edit’ button. (Editing may not be available for all earlier registrations.)
      • View confirmation details for any registration listed, click the ‘View Details’ button.
