Modified Stage 2 and Stage 3 Onboarding Process

EPs and EHs may use the following list as guidance for preparing and submitting immunization data to USIIS for the purpose of meeting the Public Health Reporting objective – Immunization Registry Reporting. To meet this measure EPs and EHs must be in ‘active engagement’ with USIIS to submit immunization data.

Use the following button to access the online form to register your intent to submit ongoing electronic immunization data to USIIS for Meaningful Use. Note: this form requires the EP or EH to cite their intent to report data related to all public health reporting objectives.

Important Note – As the Meaningful Use contact for the locations you registered, you are required to acknowledge and respond to Meaningful Use communications from USIIS within 30 days. Failure to do so on two separate occasions will result in failing to meet the Public Health Reporting objective – Immunization Registry reporting measure.

After USIIS – and the other Utah Department of Health public health programs – receive your online registration, the “Meaningful Use Contact Person” entered on the registration form will be contacted and given further information regarding next steps.

The “Meaningful Use Contact Person” entered on the registration form will be the point of contact for all communications for USIIS. Please make sure this person is ready to respond to important Meaningful Use communications – which may be via phone or email.

Upon submission, your online registration will be placed into queue. Testing priority may be based upon the order in which online registrations are received.

If the certified EHR system in use at your location(s) has not already developed and tested an HL7 interface with USIIS, your MU Contact Person will be notified.

The EP or EH must contact their EHR vendor and request the vendor develop and test an HL7 version 2.5.1 immunization interface to USIIS. Note: Stage 3 requires Bi-directional exchange using HL7 2.5.1 Release 1.5 and Release 1.5 Addendum.

EHR vendors will be expected to:

  • Obtain USIIS HL7 Implementation Guidelines for HL7 2.5.1 Messaging from the USIIS or Utah Department of Health Meaningful Use web site.
  • Work with USIIS to develop, test and release for customer availability their interface to USIIS.
  • If the EHR vendor provides a “hub” connection to USIIS on behalf of their Utah customers, the EHR will work with USIIS to establish a secure network connection for their hub.

If the certified EHR system in use at your location(s) has an HL7 interface with USIIS, your MU Contact Person will be notified.
  • The EP or EH must follow the EHR vendor’s process for ordering the EHR-USIIS interface. Note: Some EHR vendors may charge for their interface software or the EHR-USIIS interface.
  • Provide the EHR vendor the USIIS Provider ID(s) of your facility locations. Note: This is the USIIS Provider ID, not your VFC PIN
  • Work with the EHR vendor to get the interface installed and/or configured at your location(s).
  • If the EHR interface requires you to establish a secure network connection with USIIS – i.e., the vendor does not provide a vendor “hub,” contact USIIS to do this.
  • Work with the EHR vendor and USIIS Program to initiate sending patient data from the EHR system to USIIS via the interface.
    • USIIS will assess the data and process into the USIIS test system. USIIS will contact the EHR vendor and customer if the EHR interface has not been configured accurately, causing inaccurate or incomplete data submission.
    • USIIS will contact the customer if data completeness or quality requires one of the following actions:
      • User-defined EHR table value (pick-list) seems to be inaccurate.
      • Important data is not being entered into the EHR system that is important for USIIS – especially if the provider participates in the VFC program, or uses USIIS Vaccine Inventory.
  • Once USIIS establishes the provider’s data is accurate and complete, it will move the interface to production, processing subsequent data to be processed into USIIS.
