Readiness statement

The Utah Statewide Immunization Information System (USIIS) accepts electronic immunization data submissions from Eligible Professionals (EPs) and Eligible Hospitals (EHs) to fulfill the Public Health Reporting objective – Immunization Registry Reporting under the EHR Incentive Program and the MIPS/Advancing Care Information Quality Payment Program.

Therefore, eligible professionals (EPs) and hospitals (EHs) administering immunizations in Utah do not qualify for exclusion to the public health meaningful use objective of reporting electronic immunization data from their certified Electronic Health Record (EHR) systems to USIIS for the entire EHR reporting period.

USIIS supports the below Meaningful use Exchange Standards:

  • Modified Stage 2 HL7 version 2.5.1
  • Stage 3 HL7 version 2.5.1, Release 1.5. & HL7 2.5.1 Release 1.5 Addendum
    (QBP- Profile Z44 and RSP- Profile Z42 to be supported end of Quarter 1 2017)

Data Exchange

Certified EHR system interfaces must comply with USIIS HL7 Interface Specifications. Additionally, EHR vendors must work with USIIS to complete interface testing and data validation prior to offering their EHR-USIIS interface to Utah EPs or EHs.

Furthermore, once an EHR-USIIS interface is installed at an EP or EH location, data validation is conducted by USIIS prior to accepting immunization data into the USIIS production system.
Data transferred between an EP’s or EH’s EHR system and USIIS must be transported via a secure network connection. Transport methods include the following options:

  • Manual submission using the USIIS File Transfer web application (HTTPS)
  • Automated submission via SFTP, VPN, SOAP web service or HTTP Post web service.
 

Establishing a method for secure data transport is required prior to submitting electronic immunization data to USIIS, and is considered a component of the on-boarding process. The USIIS on-boarding process includes providing documentation and instructions for selecting and establishing a secure connection to USIIS.

The Utah Department of Health will also accept immuniztion data passed through the Utah Health Information Network’s (UHIN) Clinical Health Information Exchange (cHIE) if the interface meets specific criteria.

Registration of intent

An EP or EH must register their intent to submit ongoing electronic immunization data to USIIS. Registrations must be submitted once for each stage.
